From data to action: improving communal recycling performance
How can local authorities use better waste data to identify problem sites, target interventions and improve the resident experience?

Recycling performance in flats and communal housing remains stubbornly difficult to improve. The causes are rarely straightforward. Residents may have inconvenient or inconsistent services. Bin stores may be poorly located, undersized or difficult to use. Recycling can become contaminated, containers overflow, and untidy communal areas can attract fly-tipping and vermin.
At the same time, local authorities are facing tighter waste requirements, constrained budgets and growing pressure to improve front-line services. One of the biggest challenges is knowing where the problems are, what is causing them and where intervention will make the greatest difference.
In this practical webinar, Resource Futures, the London Borough of Enfield and metroSTOR will explore how Enfield is developing a much more detailed, data-led understanding of its communal recycling services.
Rather than relying only on borough-wide recycling rates, the project is gathering granular information at individual communal recycling sites – examining the infrastructure provided, accessibility, material quality, service performance and the resident experience. The aim is to create an evidence base that can identify problem areas, inform targeted improvements and help Waste and Housing teams work together more effectively.
This is Part 1 of a two-part webinar series. We will look at how the programme has been set up, lessons from the work so far and some of the innovative approaches being used to collect and manage the data. In Part 2, planned for January, we will return to Enfield to examine further findings, interventions and measurable impacts.

The work is being delivered using principles from guidance developed with ReLondon, helping ensure audits capture the site-specific information needed to understand service provision, infrastructure suitability, accessibility and resident experience.
The Enfield project
Enfield wanted to improve recycling from communal properties but did not have a sufficiently detailed picture of the infrastructure, services and performance at every location. Working with Resource Futures, the Council is undertaking a comprehensive audit to build that picture.
The project will provide granular information that can be used to distinguish between different causes of poor performance – whether that is infrastructure, capacity, accessibility, contamination, servicing, resident behaviour or the wider condition of the communal area.
The resulting evidence will help Enfield target improvement measures rather than applying the same intervention everywhere. The Council is also testing a number of approaches to improving communal recycling, with findings from this work helping to inform those trials and future decisions.
