Dale Court, a densely populated estate in Kingston upon Thames, was facing a severe waste management crisis. Fly tipping was a daily issue, bins were frequently misplaced and recycling was virtually non-existent. With ad hoc waste collections becoming increasingly expensive and ineffective, the estate needed a long-term solution.

RB Kingston upon Thames (RBK) introduced metroSTOR and installed a structured bin storage and recycling system. The metroSTOR PBM 6 is a large, secure bin storage unit designed to hold up to six large 4-wheeled bins (between 770L and 1280L each). It brings order to waste management and significantly improves conditions for residents.

The results at Dale Court have been transformative.

What was the challenge?

Fly tipping was one of the biggest problems at Dale Court, with waste being illegally dumped on a daily basis, often overnight. While some of the issue came from residents, the majority was caused by outsiders taking advantage of the open bin areas. The estate had become difficult to manage and complaints from residents were frequent. Ad hoc waste collections were proving to be an unsustainable solution, with the council having to arrange multiple pick-ups each week, significantly increasing costs. Bins were often left in random locations rather than being returned to designated areas, which created hazards, particularly around the children’s play area and hardball court. There was also no clear system for recycling, meaning all waste ended up in bulk bins and contamination was widespread. The situation was becoming unmanageable and it was clear that a structured, long-term solution was needed.

What was the solution?

RB Kingston upon Thames decided to implement metroSTOR to bring order to the estate’s waste management system. Dedicated bin enclosures were introduced to prevent fly tipping and ensure that all waste was disposed of correctly. These enclosures were designed to be secure, preventing unauthorised dumping while keeping bins in designated locations to eliminate health and safety hazards. A structured recycling system was also introduced, with clearly labelled bins for glass, plastics, paper and general waste, making it easier for residents to separate their waste correctly. To further combat fly tipping, AI-powered surveillance cameras were installed, providing better monitoring and acting as a deterrent for illegal dumping. The council also took steps to regain control of waste collection by introducing an internal truck, reducing their reliance on external contractors and cutting costs in the process.

The impact of metroSTOR at Dale Court has been dramatic. Fly tipping has been reduced by 80%, transforming the estate from an unmanaged dumping ground into a clean and well-organised space. The need for costly ad hoc waste collections has been virtually eliminated, allowing resources to be used more efficiently. Recycling, which was almost non-existent before, is now properly managed, with residents actively separating their waste and contamination significantly reduced. Health and safety have also improved, as bins are now kept in designated areas, ensuring that play spaces and pathways remain clear. The overall appearance of the estate has been transformed, leading to a sharp drop in complaints from residents.

Expanding the Success

Following the transformation at Dale Court, RBK is now implementing metroSTOR at other estates across the borough.
